[MCN] Paid Collaboration?

The Beaverhead Deerlodge National Forest has an advisory group known as the Gravelly Landscape Collaborative <https://gravellylandscapecollaborative.org/>. 

The Forest Service pays the Greater Yellowstone Coalition to moderate the Collaborative. 

Cottonwood and Gallatin Wildlife Association asked to become a part of the Collaborative. 

Cottonwood and Gallatin Wildlife Association were told they could not join because of their "opposition to management actions that include grazing.”

The Greater Yellowstone Coalition then filed a “performance report" with the Forest Service that states: “Members of the collaborative strive to be inclusive and to foster a transparent, consensus-driven approach to maintaining and improving the health of the Gravelly landscape."
 
Ethical?
