Program Specialist II - Clean Energy Specialist

Department: Community Planning, Development & Innovation

Hourly Rate: $25.3693

Job Status: Regular Full-Time; Non-union; Non-exempt

Job Overview:

Under limited direction, the Clean Energy Program Specialist manages clean energy specific goals in the  Climate Action programs and supports Community Planning, Development & Innovation in their mission of promoting equitable growth and a resilient, sustainable community. The position oversees the implementation of the City of Missoula's 100% Clean Electricity effort, and ensures related Climate Action goals and objectives are prioritized in City decisions.

Core duties and responsibilities to include:
*        Develops and manages implementation strategy for the City of Missoula's goal of 100% Clean Electricity for the Missoula urban area by 2030.Acts as City of Missoula lead in planning and coalition building to advance the clean electricity goal, working closely with Missoula County and other partners.
*        Develop projects, programs, and policies to advance utility-scale renewable energy, on-site renewable energy, energy efficiency, electrification, and related initiatives to achieve 100% clean electricity.
*        Works to accelerate energy efficiency in buildings through the Building(s) for the Future program in partnership with Climate Smart Missoula, Missoula County, and other partners.
*        Collaborates with City Council, department heads, other city agencies, utilities, and community partners to advance clean electricity, energy efficiency, and sustainable building efforts.
*        Works to track, analyze and report data and progress on key performance indicators related to the goal of 100% clean electricity and related efforts.
*        Support, inform and make recommendations to City policy and plans, including the strategic plan, growth policy, transportation planning, and City code development and updates related to the goal of 100% clean electricity and related efforts.
*        Builds partnerships in the public and private sector to create new opportunities for innovation and impact to reach community goals tied to 100% Clean Electricity and the built environment.
*        Provides guidance to leadership on the City's stance on state, federal, regional, and utility energy policy, plans and programs.
*        Establishes and maintains important working relationships with other communities and sustainability programs throughout Montana, as well as national experts and organizations, to pursue collaborative solutions.
*        Conducts community outreach and education on clean energy topics.

Requirements for this job include:
*        Any combination of training and experience equivalent to five (5) years working on energy policy/programs with a focus on renewable energy and/or energy efficiency.
*        Experience in designing and implementing environmental policy and programs specific to renewable energy and/or energy conservation, with proven record of collaboration and excellent communication skills
