Nonetheless, the Montana legislature passed a law in 2021 making it illegal for citizens or city councils to regulate single use plastics. Cottonwood won a lawsuit earlier this year that decided the limit on citizen initiatives was unconstitutional. Now people in Missoula and Boz Angeles are collecting signatures.
